Biography
Professor Emeritus Robert S. Barker graduated from the Thomas R. Kline School of Law
of Duquesne University in 1966. He was a U.S. Peace Corps Volunteer in Panamá (1967-69),
and practiced law with the Pittsburgh firm of Rose, Schmidt and Dixon, with Neighborhood
Legal Services, and with the Allegheny County Law Department. Since joining the Duquesne
Law School faculty in 1982, he has been a Fulbright Scholar and Visiting Professor
at the University of Buenos Aires, Argentina, and has spoken and written on legal
topics throughout the Western Hemisphere. He served as chairman of the Constitutional
Law Committee of the Inter-American Bar Association (I.A.B.A.) (1984-96) and was the
IABA's General Reporter (1999-2004). In 2014 he was awarded an honorary doctorate
by the National University of Cajamarca, Perú. Upon his retirement from Duquesne
in 2016, Professor Barker was granted emeritus status.
