Bio

Rhonda Gay Hartman is a Distinguished Lecturer of Law at Duquesne University School of Law who specializes in health law and policy and children's rights. Since serving as a law clerk for Judge Alan N. Bloch of the United States District Court for the Western District of Pennsylvania, Hartman has been a visiting scholar at Georgetown University; a visiting professor at the University of Pittsburgh's School of Law; a visiting professor at Duquesne University School of Law; a visiting professor at the University of Pittsburgh's School of Medicine; and a research associate professor in the Department of General Medicine and interim associate director of the Consortium Ethics Program at the University of Pittsburgh. Hartman received her Juris Doctor degree from the University of Pittsburgh School of Law.

From Pittsburgh to Paris, Hartman has been invited to present her work at various conferences, universities and institutions. Her work focuses on legal and policy issues in innovative surgical procedures and on the rights of children and adolescents in health care including the intersection of medical ethics and the law. She has been interviewed by NPR, BBC, and other media outlets about her work. She has worked with state and federal lawmakers regarding drafting of legislation, and served as a consultant to the U.S. Senate Committee on Health, Education, Labor and Pensions and to Senator Edward M. Kennedy to foster national policy for promotion of youth development through the Younger Americans Act. Hartman's scholarship appears in numerous law and medical journals, and leading law textbooks discuss and reprint her contributions. She serves as a peer-reviewer for the Journal of the American Medical Association (JAMA) and JAMA Pediatrics.

Several of her publications examine composite tissue allograft transplant (reconstructive transplant surgery) and particularly face and hand transplant. She also authored the chapter about ethical and policy concerns of hand and face transplantation in the field's seminal medical treatise, Transplantation of Composite Tissue Allografts (Springer Science + Business Media, LLC, publisher). In addition to publishing, her expertise led to collaborations with leading surgical teams at Johns Hopkins and UPMC which established standards and protocols for reconstructive transplantation.

Hartman co-chaired and wrote the report for the Subcommittee on Medical Ethics of the Commonwealth of Pennsylvania's Task Force for Pediatric Palliative and Hospice Care. She has served on the University of Pittsburgh School of Medicine's Task Force on Women in Academic Medicine. She has also served on institutional review boards as well as on ethics committees and consultation services, and agreed to serve as the interim director for a health care ethics program at Duquesne University. She is a member of organizations such as the Federal Bar Association and the American Society of Law, Medicine, and Ethics as well as the Royal Society of Medicine of England.

While a full-time faculty member, Professor Hartman served on the Academic Status and Curriculum Committees. She also created and directed a mentorship program for first-year law students. The program introduced law students to acting professionally in various settings and instilled etiquette and integrity as they prepared to become lawyers.

Locally, Rhonda Gay Hartman serves as the President of the Pittsburgh Symphony Association and is on the Board of Directors for the Pittsburgh Symphony Orchestra. She is also a member of the Alliance Francaise de Pittsburgh as well as the Art and Literary Societies of the Duquesne Club. She has served on the boards of two of Pittsburgh's legacy organizations: Twentieth Century Club and Ladies Hospital Aid Society (LHAS). At LHAS, she served as an officer and on both executive board and the board of directors.
